One of FDR's lines of attack in 1932 was that he started the Temporary Emergency Relief Administration to provide aid to the unemployed in New York while he was governor -- as the GOP did nothing while the country slid further in to depression because they considered relief to be the responsibility of state and local governments.

I generally avoid any commentary about what "The Democrats" (TM) "should" be doing since no one ever says WHO THE HELL THAT IS.
At least this article makes an intelligent observation as to who should be doing what. Is it the winning solution? Hell if I know.
All I know is that I've wasted years working with these Democrat types and they always end up stabbing their own people in the back, backtracking on their promises, and always always always bending over to accommodate those who would literally wipe them off the face of the Earth. Then they wonder why they lose national elections and the cycle repeats.
This is truth. We need to deliver big at the state and local level and the representatives and Senators to life not a finger.
